Professor Liman was born in Gusau in the old Sokoto State, now Zamfara State. He is an activist who engages in community advocacy education in Nigeria. He is passionate about securing the future of Nigeria through quality and functional education. He believes that the most important avenue for enlightenment, empowerment, social mobility, and total transformation of Nigerian society is education, and more education.
